Services Plant Supply Procurement Buyer

Responsibilities

• Identify requirement of Services PRs received from related users and verify the specific requirement to align with Company’s Procurement Procedure.
• Make inquiries to suppliers for services as required by users/line. 
• Process PRs to WOs, starting from receive PR, sourcing Vendors/Contractors’ selection, RFQ, bidding process, receive quotation, formulate & negotiate Terms & Conditions, perform Commercial Evaluation, propose and follow-up Rehearsal/CCM , create POs & WOs and monitor POs & WOs approval to ensure procurement process runs smooth.
• Convert PRs to POs/ WOs within the stipulated target time frame (agreed SLA) and in line with company general policy and procedure of procurement as well as business ethics and code of conducts.
• Achieve specific costs savings target for the department set by General Manager by implementing alternative contracting strategy and good negotiation strategy.
• Identify market characteristics, market reference and new cost savings opportunities related to new technology or new product which relevant to Company’s requirement.
• Generate required reports timely and accurately.
• Manage commercial relationship with suppliers to achieve best price, quality and favourable terms & conditions.
• Manage good communication and relationship with internal CNP Department and related User Department to conduct effective and efficient procurement process.
• Ability to work within tight deadlines, manage heavy workload and work with minimum supervision. 

Qualifications

• Bachelor's degree in Civil Engineering, or related field. 
• 2-3 years experience as surveyor and estimator, preferrably has experience as project engineer. 
• Eperienced in making bill of quantity. 
• Ability to work and collaborate with other people. 
• Fluent in English, Mandarin will be a plus.
